NOTE:Malcolm Gardner has been working as a consultant and a hands-on manager in Revenues and Benefits since 1996, following 16 years working in ITS.  Malcolm is well-known for his pioneering work in counter-fraud and was the first to use data matching to identify potential fraud.  He set up the first fraud hotlines and was the first to introduce collaborative cross-agency working. In the field of revenues and benefits, Malcolm is known for his use of performance management and has successfully transformed several Revenues and Benefit teams into smarter services offering real value for money.  Given his background it is no surprise that Malcolm is able to exploit the cost and service advantages of new technology. Malcolm was the lead consultant on ACT:LA’s Blue Badge Online Processing Service and is currently working with CallCredit and arvato public services on an new exciting demographics project.  Malcolm is also a registered supplier on the Government’s G-Cloud framework. Malcolm is the author of the LGA’s Fraud Book and a regular contributor to the IRRV’s Benefits Magazine.  He is the first  in the field of revenues and benefits to exploit the cost advantages and the reach of on-line webinars and manages the Visionary Network.
